The Multi Year Investment Planning Tool allows to determine and select priority investments which will be financed by budget funds in a coherent and objective way, using a set of best-practice methodologies (capital budgeting, net-present value calculations, scoring and rating systems…). Guidelines on Performance-based Contracts between Municipalities and Water Utilities in Eastern Europe, Caucasus and Central Asia
The guidelines provide a framework for contractual agreements between municipalities and their water utilities.
